I really doubt it is a milk allergy as the others who are allergic to cows milk never spit up.
I also had her on a formula that was soy and she still spit up on that, I am using receiving blankets as the sweet little burp cloths that I made do nothing to protect my clothign.

Is she gaining weight?
I had to give up nursing baby #3, for a variety of reasons. I had a great, big cry, got a hug from hubby, and then we were all happier

she seems to be but here 2 month check up will be here soon. Then I will know for sure, I will say she is the smallest all around for us. She is still in newborn clothing which is odd.

How soon is the well baby visit? If you're concerned, they'd probably let you just come in and weigh her. Our doctor's office did that for free. Well, they should, considering the amount of money we've pumped into that place!!!
My kids generally wore newborn through 3 months old, but I can understand your concern if that's not the norm for your kiddos. She may just be a peanut

we were praying for a little one as I knew she would be our last.
but it is weird not to be looking for 6 month clothing already.
My oldest sister was like that when she was a baby. My mom found out about 14 years later that she was born with a bowel obstruction. Not enough to keep her from gaining weight, just enough to make her early years (and my mom's) miserable. When she hit puberty is when it really caused problems and she needed surgery.
There could be alot of reasons why she's having this trouble. I wouldn't advise stopping breastfeeding simply because breastmilk is most likely the easiest food for her to digest. BTW, my mom didn't breastfeed any of us kids.

He was very small most of his life, weighing only 7 lbs. 14 oz. at his 6 week check-up. (That was only a pound above his birth weight.) The dr. wasn't concerned because everything else was developing normally - well as normally as he could with the parents he has. He wore newborn clothing until he was almost 6 months old.
Today, at age 21, he stands just under 6 ft, and is 170 pounds of lean muscle, very little fat. (He does not get that from me. )
As others have said, you just have to decide what works best for you and your baby. Nursing doesn't always work, and that's ok.

The reflux problem is what I experienced with my first. Everything he ate came back up the first nine months of his life. By the time he was 5 he was complaining of chest pains on a regular basis. I was concerned because heart disease runs strongly in my fathers side of the family. His Dr sent him to a specialist in Pittsburgh who confirmed that is wasn't "chest pains" but heartburn from GERD. He was on Zantac for much of his childhood but eventually I guess he grew out of it because he's a strappin' young man now and he's just fine.
